For material-related pollutants, the Environment Service’s guidance uses 1991 as the cut-off for a survey, explicitly distinguishing it from the federal guidance’s 1990 threshold. The survey provides the waste quality information needed for the disposal plan.
Building and land: two scopes to define
The guidance provides for specialist review where a project involves, in particular, a site on the contaminated sites register or concrete indications of soil or subsoil pollution. Building age alone therefore cannot define every investigation needed.
